Santo is the only major satellite of the heliformed star Qin Shi Huang
, and other than oddity Rubicon it was among the last White Sun worlds to be terraformed nearly 300 years ago. Despite its location within the heart of White Sun, Santo is still more of a border world like Persephone culturally. If it were a more distant world, the locals might be more courageous about staking off on their own and the Alliance might be more willing to tolerate such a move, but that simply is not the case.
Like Persephone, Santo was occupied by the Alliance immediately before the Unification War began. It has the notable distinction of being the only major battlefield so deep within Alliance territory due to the significant number of Browncoat sympathizers which drew a short "invasion" by the Independents. Santo was not liberated then, and even decades later Santo was not released by the Alliance following the Wars of Independence (2520-2548) but remains a somewhat reluctant member of that union.
Santo is small but beautiful world. Like a Border or Rim world, the majority of the planet is dedicated to agriculture. The other notable industry on the world is tourism. Core worlders come to see the outdoors without having to travel the distance or brave the risk of actually seeing the Rim. Rim worlders come to see a bit of "Core" life yet still within a somewhat familiar environment of a Border world.
The planet has something for everyone from hunting trips to nature hikes, water parks to beaches, etc. Santo, however, is best known for its extensive gambling institutions which are considered among the most extravagant and luxurious in the 'Verse, and at the very least the most extensive selection of various themes.
