IAV Penumbra Dawn
The Captain: The ranking Alliance military officer of Penumbra Dawn is Commander James Rickart. Ostensibly, he is the commanding officer and is responsible for the ship, its crew, and completing their assigned mission. He is battle-hardened, having gained his commission as a naval pilot two years into the war. He availed himself greatly during the conflict, earning several medals and commendations for his actions and bravery. He continued to show mettle and out-of-the-box thinking when assigned command of a small corvette tasked with combatting piracy on one of the Core’s main shipping lanes. It was due to this that he was chosen to take command of the newly christened light frigate, the IAV Penumbra Dawn in the fall of 2518.
Three months into their six month tour in space, the Penumbra Dawn was recalled back home. The Commander was given orders at the highest level. They were being chosen to support a new mission and had to be brought back in for refit. The 31 member crew was also gaining a new member.
The Operative came aboard and things immediately changed. Although Commander Rickart was still the ranking military officer of the ship, he now took all orders directly from the Operative. For the most part, Captain Rickart and the Penumbra Dawn continue to work as per normal in whatever sector they are in. Their normal tasks, however, are superseded by anything that the Operative requires, as they are his personal transport and tools for completing his mission.

Tell us about the Ship:
This ship is less than two years old and is the most advanced ship of its kind. This is its first crew and Rickart is its first Captain. At the end of the day, however, it is a tool for the Operative, his method of reaching out to the far corners of “civilized” space to dispense justice and reign in problems as he sees fit. For the past two year and a half, it has been like a ghost, with stories being told as it slips in or out…punctuating them with attacks and operations that have left ships suddenly scuttled in space, most of the crew dead but with particular members simply…disappearing.
Technical Information:
“IAV Penumbra Dawn” is a Seraphim-class light frigate, originally designed as both a fast escort and transport. It is the smallest ship in the Alliance fleet capable of holding and deploying fighter craft. A single-solution concept designed for long range operations, it is capable of a variety of roles. Its squadron of six fighters and weapon complement make it a dangerous force to be reckoned with, despite its size. It is capable of outgunning any comparable frigate and many larger destroyers thanks to its on-board weapons and fighter craft. It is also capable of planetary and ship assault thanks to its squad of marine commandos and accompanying boarding shuttle.
For armaments, Penumbra Dawn has a pair of spinal-mounted heavy laser cannons (usually only seen on far heavier destroyers) for ship to ship combat, as well as a pair of lighter turreted laser cannons (one in the aft and one under the nose) that are generally used for landing operations or anti-fighter support. The ship is also well armored and has an array of launchers for defensive countermeasures. This ship is also equipped with an electronic stealth system that allows the ship to be run in a silent mode that minimizes its signals and scanner signature, allowing it to be overlooked by any means other than direct, visual confirmation. This system is only effective to a range of about one to one and a half kilometers, but that is close enough for the ship to engage with its main cannons and deploy fighters to catch prey by surprise.
The lower cargo hold contains the marine barracks and the Brahme-class boarding shuttle, as well as the main stores for the ship while it is out on patrol. At one time, the ship had a fully-furnished research area located near the medical bay, however, after overall command of the ship was relinquished to the Operative, the research suite was gutted and replaced with an interrogation room at the request of the Operative. He also had his personal quarters moved to this area, preferring to remain close to those he was attempting to garner information from.
The ship is crewed by eighteen members of the Alliance navy. It runs 24-hour operations on 12 hour shifts. The XO and Captain each take one shift. During each shift, three members man the bridge, the Captain (or XO), a helmsman, and a tactical officer. One member works in engineering, one in the medical bay, and one on the fighter deck. Three pilots are active on each shift, two always on ready status and one out flying escort on two hour, rotating shifts.
Plot Development: This is the chariot of the bogeyman…the one that makes all of you who aim to misbehave quake in your bunks. We dispense the law of the Alliance to those who would seek to shirk its authority. Whatever the Operative deems necessary is what the ship does, which means we get to flex all sort of power and flaunt jurisdiction. We’ll be making the ‘Verse a safer place or put it to the torch trying.
The crew will largely be able to do as they wish in support of their mission to enforce Alliance law and order. However, whenever the Operative says so, everything will be dropped in order to support what he requires done.
I can see some of the crew, specifically command, chafing at this arrangement, even though they have little choice. I also foresee there being a certain level of fear and uneasy when dealing with the Operative because he is rather unassuming and unremarkable...until you see him in action or hear the screams from the interrogation room.

Also, if someone wants to make the Captain and run Penumbra Dawn, feel free. We can say that it was time for Captain Rickart to move on to his next assignment, and gladly so.

You need to be willing to work together with your crew to do missions/jobs..etc. The staff is here to assist you, not do the work for you. If your ship becomes inactive you may lose it, for good.
