She's very clingy to Cerberus in both her lucid times and not. Doesn't matter where they are, as long as she doesn't have any specific orders she won't be far from him.
If a place she's in is too much in order she might move a couple things to make it less perfect.
If she sees something she likes/wants, it will be hers one way or another - unless Cerberus tells her no of course

Mental Stability - To say that Siren isn't all there is a kindness, the girl is a loopy piece of work - She does have periods of being lucid, but at most only 2-3 times a day and they don't last long -- But her handler is working on that...and has been for quite a many years to get to the point they are now
Fire - If a fire breaks out, Siren is a complete mess and totally useless - even the protectiveness over her handler won't click if something is ablaze
Insomnia - She can only get some sleep usually about 4 hours a day without medication, but that's not 4 hours in 1 go -- Siren can only sleep an hour or so at one time

Overall Personality -
When there's other people around and she's lucid she'll keep silent. During her not so lucid periods it can sometimes vary, one moment she can be quiet and shy then the next when her mind wonders across someone's emotions she can perk up and be talkative. Especially if she is curious as to why someone is feeling a certain way. In alot of her behavior Siren is like a child, she's playful and enjoys fun. She has a hard time respecting other people's personal bubbles, especially if they have something she finds interesting.
She doesn't care for training, given the choice she'd much rather find a quiet place to color or a nice patch of grass and just watch the sky. When Cerberus says it's time to train though she usually won't argue, she follows his lead most of the time. Though of course there are times where she is just plain stubborn, like wearing a uniform for example.
Siren doesn't do perfection in almost all cases, if she comes to your room or office and everything is in perfect order; rest assured it won't be by the time she leaves.

Your History -
Siren has no memory of her family or what her real name was. She was too young when she was taken into the arms of the Alliance. They weren't sure what to do with her exactly, so at first she was just assigned a case number along with a nickname and allowed to just be a normal child. They felt that using her actual name made things too personal for the people involved in the project.
A few years passed by, as Siren got older it was noticed that at times she would act different. This caught their attentions of course, a few people were assigned to monitor and record her behavior. The conclusion they came to after a few months of observation was that Siren was able to sense people's feelings. They couldn't fully explain it, but this was intriguing enough that they continued to watch her.
Another couple of years passed. As Siren grew so did her ability, which they were now fully convinced was empathy. She seemed to be able to control when and who she could sense as well. This was something they could put to use surely.
There had been a committee put together to discuss the future of Siren and her empathic ability. In the end there was an agreement. There was a new program in the works, most things had not been tested yet but on paper it looked great. There was alot of potential and Siren was a great candidate. The young girl's fate had been sealed.
In a way it was similar to the operative program in which her older brother had been taken into, however it differed in that she had her ability. They wanted to assure her obedience and loyalty, more-so than the standard conditioning. A standard operative might eventually decide to go against the Alliance for one reason or another. If the influence in question was strong enough of course.
With what they had in store for Siren in the future would require the use of a handler of sorts. Someone that would handle her during missions. Give orders and such, someone she could trust. The plan was fairly simple at first, have the two grow up together to create the bond between them.
Siren was six years old when the Alliance finalized their plans for her. Everything had been mapped out, they just needed to find a handler for her. A group was put together totaling three hundred and seventy nine possibilities, gathering them all up in a room. Slowly they began to filter through them, sending many away as they thought they were unsuitable. Mostly because they were older and that didn't fit into their plans as well. There were some that Siren just didn't respond to very well, so they were passed by as well regardless of age or what their files said.
This dredged on for hours; one line of people to the next. Until coming to another line, the officers with Siren had dismissed them all and sent them on their way. Her head perked up a little as they started to walk toward the exit. Siren ran over to one young boy and grabbed his arm, trying to pull him back. "Nooo...I like him," She told them. That was it, that's all it took - she had chosen her handler.
From that point the pair continued to grow up together, not usually being apart for long. As the time passed they began to train as well, very minor things at first since they were both young. Into their teens the training began to slowly intensify bit by bit.
It was when Siren was fifteen that the project the Alliance had planned out for her began. At first she didn't really notice anything different, other than the minimal amount of pain from the procedures. Over time and after more and more procedures though Siren could feel her ability to sense what others were feeling gain in strength. Though as that happened she began to lose the ability to control it herself too; along with that her mind seemed to lose itself. The more procedures they put her through the worse she became. Once they were "finished" some considered her broken, some said she was just driven crazy. (She was around 23 when they finished) In all truths it's probably a little of both, but also in a way it's a defense mechanism as well. When Siren is in that state her empath ability doesn't function as well, meaning she doesn't have the overwhelming feeling from sensing everyone's emotions. It's her way out.
The following years were filled with training with Cerberus. It was during this time though that they realized exactly what they were dealing with when it came to Siren. One such training session had put Cerberus in a hand-to-hand sparring match against one of the trainers and Siren had just happened to stroll through the door. The two had been in the middle of their match when she interrupted. Her protective instincts for Cerberus kicked into high gear as she thought he was in danger. It cost the trainer and two guards their lives before Cerberus could get her calmed down. She didn't understand that it was only training, how could she? After that it was made sure that Siren was elsewhere when her handler was doing his own training.
Finally the time came for them to complete the final test, the one that would send them into the field. Of course Siren had only a little understanding of what was going on, there was part of her that didn't really want to or didn't care. So long as she was with Cerberus she would be happy.
However there were things at work that she had no knowledge of. The Alliance have been wondering if Siren is too 'broken' to be of any use, she hasn't been active much in any missions or anything of the nature. She and her handler are being assigned to the Penumbra Dawn as a sort of test run in the field to see if she is worth keeping or if they should cut their losses on her. Siren has only a number of months to prove her worth, even though she doesn't really know or understand much. Her handler on the other hand, was informed of her trials.

Roleplay Example -
Siren had been in her room when Cerberus came to get her, today was another day to her. She'd spent the morning dancing around her room after breakfast, drew a picture of one of the temples on Sihnon; though she didn't really know what it was. It just came to mind and she drew it. Once Cerberus had come and told her to get ready she quickly threw on an outfit and followed him happily. Skipping down the hallway with a grin on her face, obviously happy to be with her friend.
He'd gotten her equipped with an earpiece and mic, though she'd grabbed it from him twice trying to play keep-away. Then he'd left her in the corridor alone. She pursed her lips unhappily and waited for his voice to come to her ears.
The door opened in front of her and Siren walked in. Her eyes wondering around the room, taking everything in. It was only a few moments before she heard that masculine voice in her ear, she smiled. She gave a slight nod at the orders as she looked up to where her Cerberus would be if she could see him with her eyes; but she knew he was there.
Siren proceeded through the room carefully.
One by one she took out the men who had been designated as her targets. Swiftly and tactfully. Until there was only one remaining from the group. By now she was starting to get bored with this task, but she had to finish. That's what Cerberus had said, he'd told her she had to do this.
The final convict had backed himself into a corner. Which seemed too good to be true as easy prey, perhaps she didn't care or didn't think too much on it. Nor did she bother to take a moment to concentrate and feel him out.
Everything happened fast, the gunfire echoed through the room. Siren had quickly moved out of sight after realizing her error; but not without being hit in the arm by the bullet meant for her brain.
Siren had sunk to the ground behind one of the interior walls where it was darkest, her breathing was heavy and fast. She'd pulled the earpiece and mic off from her shirt and threw it aside. A strip ripped from the t-shirt she wore, biting her lip she tied it around her bleeding arm. Had to finish.
It wouldn't last much longer. Siren maneuvered herself through the darkness, determined to reach her target. Once in the perfect position she made her move, waiting until the exact moment where his fear was greatest. She pounced upon him like a lion to a gazelle as he tried to flee, but there would be no escape for this man. His time here was done. As her hands tightened around his throat she whispered, "It's time for sleep little one, never to dream again."
Standing up now, the job finished. Siren looked up at where Cerberus would be, smiling just for him that happy smile of hers; then waved happily. Uncaring now about her arm, her matted mess of hair, dirty clothing or all the death that lay around the room.
